After Upgrading JDBC/OCI the Following Error is Returned: ORA-29275: partial multibyte character

Using the JDBC/OCI driver a Java program selects data from the Database without any issues.

After upgrading the Oracle client from to, the following error is returned when executing the same query using the same data and same Java application.

The following error is returned:
ORA-29275: partial multibyte character.

From the 10.2 client, the JDBC/OCI driver works.
From the client, the JDBC/OCI driver produces the error.
Both of the above scenarios go to the same database on the back end.

Even the SQL*Plus from fails

SQL> select * from utdol_users;
ORA-29275: partial multibyte character

The JDBC/thin driver works, may not be available as a workaround in scenarios where the JDBC/OCI driver is required.
