After Upgrading JDBC/OCI the Following Error is Returned: ORA-29275: partial multibyte character (Doc ID 1377151.1)

Symptoms

Using the 10.2.0.3 JDBC/OCI driver a Java program selects data from the 10.2.0.3 Database without any issues.

After upgrading the Oracle client from 10.2.0.3 to 11.1.0.7, the following error is returned when executing the same query using the same data and same Java application.

The following error is returned:
ORA-29275: partial multibyte character.

From the 10.2 client, the JDBC/OCI driver works.
From the 11.1.0.7 client, the JDBC/OCI driver produces the error.
Both of the above scenarios go to the same 10.2.0.3 database on the back end.


Even the SQL*Plus from 11.1.0.7 fails

SQL> select * from utdol_users;
ERROR:
ORA-29275: partial multibyte character


The 11.1.0.7 JDBC/thin driver works, may not be available as a workaround in scenarios where the JDBC/OCI driver is required.
