ORA-29275: partial multibyte character Returned After Upgrading JDBC/OCI to 11g (Doc ID 1377151.1)

When using the JDBC/OCI driver, a Java program selects data from the Database without any issues.

After upgrading the Oracle client from to (JDBC OCI, the following error is returned when executing the same query using the same data and same Java application:

ORA-29275: partial multibyte character.

From the 10.2 client, the JDBC/OCI driver works.
From the client, the JDBC/OCI driver produces the error.
Both of the above scenarios go to the same database on the back end.

Even the SQL*Plus from fails:

The JDBC/thin driver works, but it may not be available as a workaround in scenarios where the JDBC/OCI driver is required.
