Not Able to Change Announcement Activation Date Once After Creating (Doc ID 1378525.1)

Not able to change the "Make Active on a Specific Date" once after creating the announcement.This limits the user to postpone or prepone his announcement activation date.

Steps to reproduce this issue:
1. Create an announcement with Make active on specific date say 20/06/2011.
2. Try to edit the same announcement and suppose if you want to make "Make active on specific date" field say 15/06/2011, which is not possible currently as there is no date picker for Make active on specific date after
creating the announcement.
