"GET request must have a QUERY_STRING value" Error when Clicked on "Native File" link in Workflow Review Page (Doc ID 1379579.1)

Symptoms

 

Document(Name of the document contains special character(#))sent out for review . When user Opens Workflow review page, clicks on "Native File" or  "GetNativeFile" link, will get below error message: 
   
  Network message format error. GET request must have a QUERY_STRING value 
  (the CGI parameters on the URL)
