UCM 11.1.1.3 WebCenter Content Server Login Page Shows a 503 Web Page Error (Doc ID 1381193.1)

Symptoms

Attempting to access the Content Server login in page through a browser returns a "503 Service Unavailable" error.  This occurs with all browsers.

Changes

The only reported change was that the database password had expired.  The database password was changed in WebLogic Server per <Note 1274724.1>.  The server had physically been rebooted since the password was changed
