Symptoms

On : 11.1.0.7 version, Thin JDBC driver

When Implicit Connection Cache is used in a RAC environment and there are load peaks where all connections are used, then the load in the application reduces and the ICC is using the same number of connections as before and they are not released.
The connections are used very frequent and the InactivityTimeout  is never reached for any connection as the usage rate is more frequent than the InactivityTimeout timeout.
