Symptoms

Scenario

--------
Weblogic server has installed OK and also other 11.1.1.2 middleware components, for example, SOA or the IM components.
On running the config wizard on the first IM install, this fails saying that it is 'unable to find a free port in range 5162 and 6162'

You may see errors in the install log that look like:
