Unable to Access Schemas Within the IPM Security Tool

Symptoms

When viewing the Security tool in the IPM Windows Production Client, a user clicks on the Schema tab and the pane is blank; no schemas are shown.

A pop up box appears with the following error:
Get Schemas ACC Error: -2147418113
Get Group ACC Error:
class ATL::CComObject Class CTAbles ::Refresh
class ATL::CComObject Class CConnection ::get_Properties
