WKA Cluster Is Not Forming (Doc ID 1386752.1)

Goal

Customer has two node SOA/Coherence cluster. Coherence cluster is not forming even though WKA addresses are setup as JVM arguments or through the override file. There are no errors in the log. We can see the WKA list in the log but the cluster is not forming using WKA addresses.
