OID Not responding After A While, OID log reports: ServerDispatcher :1 * gslfblsrSockread: Other end not responding, max retry reached / OS error = 110 (The connection timed out) (Doc ID 1391084.1)

Symptoms

For OID 10g:

Client applications that connect to OID on SSL port stop working after a while. After OID is restarted it works again for some time.
Oidldapd log file shows the following errors when the issue occurs:

For OID 11g:
At the time of the problem, ldapbind tests to the OID server hang, do not response nor return any error.
Also additional oidldap process appearing in the opmnctl status list.
Oidldapd log file shows the following errors when the issue occurs:

Changes

Load Balancer (LBR) flow-timeout-multiplier parameter was set to 20 (320 seconds).
The value of orclLDAPConnTimeout attribute is set to 15 (the number of minutes before Oracle Internet Directory times out and drops an idle connection).
