Capture Commit Server Committing to IPM Filer Freezes Periodically (Doc ID 1393088.1)

Symptoms

Commit Server, when running as a service and committing to IPM Filer, stops processing. The service is listed as "Started" in the Services control panel applet, but no work is getting done. The Commit Server log CS<Date>.LOG doesn't show any errors, but the IPM Filer log shows several errors in its log stating:

Windows API error: function: CreateFile, error: 32, Description: The process cannot access the file because it is being used by another process..|FILER_SERVER|AUOHSMINTP3|9|42001||FilerEngineThread.cpp|726|4016|5244|

At one point when running as an application, this runtime error also appeared:

OracleIPMCommitDriver
Run-time error '75':
Path/File access error
