Documents Fail To Open From Managed Attachments Window When Using OAM / WebGate and IE

Symptoms
You have configured the Oracle E-Business Suite Adapter for Oracle UCM and the Oracle UCM site is protected using Oracle Access Manager WebGate.
When opening attachments (MS Office / PDF / binary..) from a Managed Attachments page using Internet Explorer, the following error is displayed:
Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later.
The same attachments will open fine in when Managed Attachments is accessed from Firefox or Google Chrome.
NOTE: similar issues have been reported when attempting to download files from the WebCenter Portal - Document Explorer task flow. The solution below should work there as well.
