Question About On Demand Workflows In Oracle Webcenter Content (UCM) (Doc ID 1399014.1)

Goal


We have Oracle Webcenter Content  (UCM) 11.1.1.5 and we would like to create workflows on demand. 

A new folio is created. After checkin, at some point in time, a user will want to send this folio in a workflow to be reviewed by some users. Is there a way to implements this with criteria workflows? 

If not, is there a way to bypass the contribution step of a basic workflow? Or at least the checkout/checkin part of that step?
