SOA Compiler Error with Version 11.1.1.4 and 11.1.1.5 but not 11.1.1.3: Error(53): XML element of variable "GetCustParty" is not defined (Doc ID 1399456.1)

Symptoms


When trying to compile a project under 11.1.1.4 or 11.1.1.5, it fails with the errors:

ERRORSTACK OBTAINED:
--------------------
Error(51): XML element "{http://www.XXXXX.com/OAGIS/9}ShowRFQ" of variable "ShowRFQ30" is not defined
Error(52): XML element "{http://www.XXXXX.com/OAGIS/9}GetRFQ" of variable "GetRFQ30" is not defined
Error(53): XML element "{http://www.XXXXX.com/OAGIS/9/3/1}x" of variable "GetCustParty" is not defined

And for the other project:

Error: Load of wsdl "XXXXXXXXTest.wsdl with Message part element undefined in wsdl
          [file:/Jdeveloper 11.1.1.5/XXXXXXXXTest/XXXXXXXXTest.wsdl] part name = payload type =
{http://www.XXXXX.com/OAGIS/9}GetRFQ" failed
Error: SCAC-50012
Error(53): XML element "{http://www.XXXXX.com/OAGIS/9/3/1}x" of variable "GetCustParty" is not defined


This only seems to occur for the above versions of JDeveloper WITH SOA extensions. If SOA extensions are not included, it compiles fine.
