Forms Recognition RTS Instance Does Not Update Vendor Pool (Doc ID 1399540.1)

Symptoms

The vendor pool can be successfully updated via Designer. However when using the RTS instance to update the pool, it is never updated. This can be seen by the timestamps on the Pool files.
