ACTUAL BEHAVIOR
---------------
Checking in new files result in the creation of thumbnails, but resubmitting existing files does not create thumbnails as it should
EXPECTED BEHAVIOR
-----------------------
resubmitting files should create thumbnails the same way as checking in files does.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Re-submit existing file
2. Thumbnail is not created
