How to Customize Portlet Related Error Messages in a Custom WebCenter Portal Application?

Is there a way to customize portlet related error messages in a custom WebCenter Portal Framework application with a graceful error message?
For example, the default error messages could be:
"Portlet Timeout" or "Portlet comsumer error"
Instead of a user seeing the above, the requirement is to see a customized message. For example:
"An operation timeout has occurred. Please repeat this operation later or report to customer service at 800-ORACLE-WC."
