Unable To Create Or Edit Listener Configuration After Upgrade From (11g) 11.1.1.2.0 to 11.1.1.5.0 - "cannot provision listeners" (Doc ID 1421553.1)

Symptoms

After an upgrade of OVD from any 11g to a higher version of OVD
Example : Upgrade from OVD 11.1.1.2 to 11.1.1.5
Unable to create or edit listener configurations.


Example:
1) In the OVD 11.1.1.5 environment, go into the Enterprise Manager and select OVD instance
2) from the Menu select Administration > Listeners
3) Choose Create to create a new listener and fill out all of the proper fields and click on the OK button. Error message is generated.

Caused by: java.lang.ClassNotFoundException: com.octetstring.vde.config.Listeners:listenersCfg

ANOTHER error that could be found:

4) It is also possible to generate the same error when editing any of the existing listeners.
