"OID Processes Running on Target Node" Error When Using OID 10g Bulk Tools When OID is Shutdown

When attempting to use ldapmodify (or any of the bulk tools), OID has been shutdown however the following error occurs:

"OID Processes running on target node and entry cache is enabled
Shutdown OID Process on target node or disable entrycache for bulkmodify"
