Cannot check-in documents after a Content Server migration to Webcenter Content 11g (Doc ID 1432482.1)

Symptoms


Duplicate Content ID Errors on new documents after migration from Content Server to Webcenter Content 11g.

Now any new documents added to the content server are assigned a Content ID that is already in use by an imported document.

New documents cannot be checked into the target Content Server.

Error Content item 'UCM_451670' was not successfully checked in. The content ID 'UCM_451670' is not unique.
