OPSS - Unable To Use SSL Getting JPS-01520 Cannot Initialize Identity Store Exception (Doc ID 1433203.1)

Symptoms

Servers are starting using Nodemanager and SSL connection between the servers and the Identity store, seeing the below error messages in the servers log:

[SRC_CLASS: oracle.security.jps.internal.idstore.util.JpsIdentityStoreUtilImpl] [APP: imaging] [SRC_METHOD: getIdmFactory() ] JPS-01520: Cannot initialize identity store.
