"INST-07294: Could not connect to SSO with the given credentials" error when installing Portal, Forms, Reports, Discoverer 11g (Doc ID 1435777.1)

Symptoms

After having installed OID 11g, the Components Configuration step errors out with the following messages:

INST-07079: Could not connect to LDAP with the given credentials
INST-07294: Could not connect to SSO with the given credentials
INST-07294: Could not retrieve SSO information with the given credentials


Note:
OID info is required if you select "Oracle Portal" on the "Configure Components" screen, or if you want to configure your component to use an existing OID.  (For this, the checkbox labelled as "Use Application Level Identity Store" must be checked in the "Specify Application OID" screen).
