Using the PDF Viewer in IPM Web Causes the Viewer to Display "Retrieving Document" But the Document Never Displays (Doc ID 1436854.1)

When using IPM Web or WebExpress (including the PackageBar tool) to view an image in the PDF Viewer, the viewer displays "Retrieving Document" and appears to hang for a long time. Eventually, the IPM Export logs show the following message:
Response from the external export engine took too long and was aborted.
Failure occurred in message EXPORT_OBJECTS_IN_MEMORY.

The IPM Export Server is configured to use Adobe Distiller or PDF Printer. The image does not get sent to the temporary folder.
All other viewers in work successfully.
