Custom event registered, but error "Error code:PAGE NOT FOUND" is seen in logs and it does not fire (Doc ID 1442817.1)

Goal

I created a custom event and registered it in SystemEvents table but it is not called, and the following error is seen in the logs

[2009-11-03 14:55:11.766][CS.REQUEST][ERROR] COM.FutureTense.Common.ContentServerException: Unable to locate page Test/MyNewEventTest Error code:PAGE NOT FOUND
