Goal
When updating FMW 11g 11.1.1.6, specifically Oracle Portal, the Portal schema needs to be updated using the Patch Set Assistant (PSA).
As per Documentation, this is incorrectly stated as not being required:

4.1 Which Schemas Need to be Updated with Patch Set Assistant?
"Oracle Portal is included in this Oracle Fusion Middleware patch set, but a schema upgrade is not required. As a result, the Patch Set Assistant for this release upgrades the PORTAL schema to its latest version, which is currently 11.1.1.4.0."
