Recogntion Server Appears to Not Process Batch Job Every 1 Minute (Doc ID 1446388.1)

Goal

Recognition Server is set to process jobs once a minute.  The "Server Log" tab in the Recognition Server application shows gaps in the process times which is indicating that the jobs are not being processed once a minute.
