Symptoms
The requirement is to upgrade the IDM component ( oid+dip ) from version 10.1.4.3 (the IM-specific infrastructure version of 10g) to version 11.1.1.6 of Fusion Middleware.
The overall steps are :
1. Install idm and choose don't configure
2. Configure
3. Run Upgrade assistant

The problem is that in the configure step, the following error is seen :
"create Oracle Internet Directory Failed." in the
'configure OIM components' stage of config.
