How to invoke "Engineer to Logical Model" and "Engineer to Relational Model" (Doc ID 1451586.1)

Goal

Prior to SQL Developer 3.1, end users could access the options "Engineer to Relational Model" and "Engineer to Logical Model" from the standard Design menu.  Starting with SQL Modeler 3.1, the menu "Design" has been removed.
