Blobs Are Getting Saved Into Only a limited number of folders under ccurl (Doc ID 1453774.1)

Purpose

When cs.parentfoldercount and cs.childfoldercount are both set to 1024 or greater, the number of unique file paths that get generated for blobs using COM.FutureTense.Interfaces.Utilities.getBLOBDir() is very limited. This is a problem, because COM.FutureTense.Interfaces.Utilities.getBLOBDir() is used in the OpenMarket/Xcelerate/Util/GetBLOBFolder element when saving blob attributes. So, if only a small number of folders are used for these blobs, then the limited number of folders will quickly grow to have a large number of files in each folder, which will ultimately cause performance issues.
