Symptoms

WNA configuration would not allow any user to login with the error message in diagnostics log:
"[2012-04-24T17:51:52.337-04:00] [<OAM_MANAGED_SERVER1>] [ERROR] [OAM-02010] [oracle.oam.controller] [tid: [ACTIVE].ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: ] [ecid: <ECID#>] [APP: oam_server] [URI: /oam/CredCollectServlet/WNA] User account is locked. Authentication failed."

Changes

 Added a LoadBalancer in front of OAM ( on the way to the browser ).
