UCM 11 Cluster Nodes in Weblogic Enterprise Manager Show Deployments Down But They are Running (Doc ID 1457252.1)

Symptoms

All Managed Server deployments are up and running.
In Oracle WebLogic Enterprise Manager (EM), the deployments show red arrows down, like they are not running.

UCM is running in a two node cluster.
If the first node is started then all the deployments have the green arrow up.
If the second node is started all of the deployments are now shown as down with the red arrow down.

This happens only when both of the cluster nodes for UCM are started.

Changes

 It was working correctly for a while and now EM reports the deployments are down. Problem happens over time.
