Realtime publish fails with " -100: Command failed:createtable" in logs (Doc ID 1458644.1)

Publish failing with the following errors in the source logs:

[CS.XCELERATE.PUBLISH][ERROR] Transport error -100: Command failed:createtable

[CS.XCELERATE.PUBLISH][ERROR] Error during publish: java.lang.Exception: com.fatwire.cs.core.realtime.DataException: Error transporting data, errno=-100

And in the destination logs, there is the following error:

CS.DB][ERROR] SQLException executing statement: CREATE TABLE tt1331515108520 (id NUMBER(38) PRIMARY KEY NOT NULL, reskey VARCHAR(255) NOT NULL, bdata BLOB NULL, bdatasize NUMBER(38) NULL, encoding VARCHAR(32) NULL, type VARCHAR(32) NULL, pubsession NUMBER(38) NOT NULL, pubgroup VARCHAR(256) NULL)
java.sql.SQLSyntaxErrorException: ORA-01031: insufficient privileges
