Archive Import of All Released and Expired Content Releases older Revisions if There is no Expiration Date on them (Doc ID 1458899.1)

Symptoms

Given a content server with a number of documents on a 7.5.x instance where the latest release is expired, but one or more older releases are not. As a result, when using archiver to migrate all revisions some of the older revisions that should be expired are migrated and subsequently released when they should not be.

Example:

On 7.5.x instance search for content type = HR, and 100 documents are returned
Use Archiver to migrate content type = HR to 11g instanc e.
Compare revisions tables and both 7.5.x and 11g instance have the same amount of rows
on the 11g instance, search for content type = HR, and 110 documents are returned

It was found that documents on the 7.5.x system had documents where all revisions were expired except one which was an older revision, and that revision got exported to the 11g system and released.
