OAM 11g: Unable To Access EM Console After OIM and OAM Integration

After integrating OAM and OIM in a FusionApps 126.96.36.199.1 installation, the customer is unable to login to EM Console.
When he attempts to login as weblogic user, login fails.
When he attempts to login as oamadmin user, he gets error:
"User is not authorized to login to WebLogic Domain. User should be part of one of more Administrative roles to be able to login."
He is unable to proceed with FusionApps provisioning due to this issue.
