Error "ORA-01031: insufficient privileges" When Running OFR-AP-EBS-Views.sql Script (Doc ID 1463278.1)

Symptoms

The following error is received after running the OFR-AP_EBS.sql script:

*** connecting as AXF schema user ***
Connected as <User_Name>
*** Create synonyms for AXF schema user ***
create or replace synonym XX_OFR_INVOICES_V for APPS.XX_OFR_INVOICES_V
Error at line 219
ORA-01031: insufficient privileges

This appears after following the instruction in section 2.2.1 “Creating the AXF Oracle E-Business Suite Configuration Schema User (AXF)” in the document “Application Adapter Administrator Guide.pdf”.  The document specifies to assign the configuration schema user the following access privileges “Create public synonym".
