Symptoms
Java 7 became certified beginning with FMW 11.1.1.6. If Oracle Fusion Middleware 11.1.1.6 uses JDK 1.7_02+, then attempting to configure OHS config files within the EM Fusion Middleware Control (fmwc) sees the following error:
"Load failed with IOException" is a very generic MBean load error. Many different root cause can throw this same error, see <Note 1500026.1> if updating the JDK is not a factor or if the configuration stated herein is configured but results in the same issue.
