WCC 11.1.1.x (formerly UCM) on Microsoft Windows can't run SystemProperties.exe or any other exe from $MW_HOME\ucm\cs\bin directory

Recently installed WCC 11.1.1.5 cumulative patchset - <
Symptoms
WCC 11.1.1.5 Windows.
Can't run SystemProperties.exe.
when running the $MIDDLEWARE_HOME\oracleECM\ucm\cs\bin\SystemProperties.exe it will open a command window and scroll, give an error for loading a password file, then close after some more scrolling.
Error is basically :
"Unable to load password file.Error initializing the security objects.Unable to execute service method 'getContext'.
oracle.security.jps.Service.keystore.ketStoreServiceException: JPS-06514.
Opening of file based farm keystore failed."WARNING: opening of wallet-based credential store failed.
$MIDDLEWARE_HOME\user_projects\domains\<Domain name>\config\fmwconfig\bootstrap\cwallet.sso (Access is denied).
Seems to be a problem on both this env and test env since installing 11.1.1.5 patchset.
