Logon Manager Requests Credentials When Started On Windows 7

Symptoms
Logon Manage was installed on Windows 7. The Authentication mode is winauth v1 (which is not recommended by Oracle support. It is recommended to use winauthv2 - see Note 1070557.1 - Best Practices For eSSO Windows Primary Authentication )
After logging in successfully to windows 7 all users that are not local admins experience an issue when accessing web applications that are templated within Logon Manage:
Logon Manage is triggered and opens a pop-up stating "Enter Windows password". When entering credentials and clicking on "OK" a second pop-up appears, stating
"The password is incorrect. Please re-type your password. Letters in passwords must be typed using the correct case. Make sure that [Caps Lock] is not accidentially on."
This issue does not happen on WinXP installations, only on win 7 installations.
This issue does not happen for users with local admin rights.
