WebCenter Sites: Community 11gR1 log4j errors (Doc ID 1465665.1)

Symptoms

After installing Sites 11gR1 and Community 11gR1, there are errors in the logs. In the delivery appserver log:

SEVERE: Exception sending context initialized event to listener instance of class org.springframework.web.util.Log4jConfigListener
java.lang.IllegalArgumentException: Invalid 'log4jConfigLocation' parameter: class path resource [log4j.properties] cannot be resolved to URL because it does not exist

and

SEVERE: SafeContextLoaderListener:
The Spring ContextLoaderListener we wrap threw on contextInitialized.
But for our having caught this error, the web application context would not have initialized.
org.springframework.beans.factory.BeanInitializationException: Could not load properties; nested exception is java.io.FileNotFoundException: class path resource [cas.properties] cannot be opened because it does not exist

and in cos_management_node1.log (as configured in log4j-cos.properties on each managment node)

[CoS Runtime Starter] ERROR com.fatwire.wem.sso.cas.CASProvider - Failed to acquire multi ticket
java.net.ConnectException: Connection refused
