B2B 11g - Listening Channel not Pulling Files from SFTP Folder After Seeing "Closing Client" Error

B2B stops pulling files from an SFTP folder over a listening channel after the following message occurs: "Closing Client"
The issue can be reproduced at will with the following steps:
1. Create listening channel for SFTP server and enable it
2. Deploy agreement
3. Copy file to listening channel folder to verify file is pulled
4. Shut down SFTP server
5. Wait for "Closing Client" message to appear in SOA Diagnostic Log
6. Drop another file in folder
7. File is not picked up
