JDevloper Fails to Connect to WebCenter (formerly UCM) 11.1.1.6.0 (Doc ID 1468813.1)

Symptoms

When trying to expand the UCM node in the Application Resources pane in JDeveloper you are prompted to enter credentials but it still does not connect and the following error occurs:
