OptionList Not Populated With a Combo Box Reporting "Loading values..." (Doc ID 1470701.1)

Symptoms

In a Content Server 10g environment, values for the optionlist for a newly created metadata are not retrieved.

Only the message in the combo box that says "Loading values..." is displayed.

Using another (previously created by oracle) optionlist in the application field is populating the option list as expected.
