Moving User IDs Between Environments and Passwords No Longer Work (Doc ID 1470872.1)

Goal

I am moving the user ids in SystemUsers table from one Content Server environment running CS7.5.5 to another instance running CS7.6.2 but I am unable to log in with those ids until I go in and manually change their password. I exported and imported the SystemUsers and UserPublication tables using Content Server Explorer (CSE). Is there another table that needs to be imported as well?
