Inbound Refinery 11g Conversion is Slow after Removing IBR Queue Files (Doc ID 1471440.1)

Symptoms

A migration was performed to move content from a Production Content Server 11.1.1.4 to a Staging Content Server 11.1.1.4.
Using Archiver 100+ documents were exported on Production and imported on Stage.

In the Stage system there are documents stuck in GENWWW state from the Import.
There is an Inbound Refinery (IBR) installed to convert the native documents to PDF.

There may have been a problem with the IBR so the queue files were deleted:
(UCM_DOMAIN)/ucm/ibr/queue/conversion/(AGENT)/postconverted/*
(UCM_DOAMIN)/ucm/ibr/queue/conversion/(AGENT)/preconverted/*

After doing this new content being checked into the system is taking a long time to convert, (8-10) hours before being released.

When the Content Server is restarted this is the error that is displayed in the start up log:

 

Changes

 Content was imported into the system and the IBR queue was manually removed while documents were still in the processing state.
