Symptoms

After deploying  a WebCenter Portal Application to JDeveloper  Integrated Server and trying to create a page, the following error occurs.

 Failed to Create Page


ERROR - In Embedded Server Log

oracle.mds.exception.MDSRuntimeException: MDS-00039: error while attempting to parse the document /oracle/webcenter/portalapp/pagehierarchy/<PAGE_NAME>.jspx using SAX.
Start of root element expected.
oracle.webcenter.page.model.PageServiceRuntimeException: oracle.mds.exception.MDSRuntimeException: MDS-00039: error while attempting to parse the document /oracle/webcenter/portalapp/pagehierarchy/<PAGE_NAME>.jspx using SAX.

Additional Observations

Looking at the Page in MDS:
  e.g.  jdev111150\system11.1.1.5.37.60.13\DefaultDomain\webcenter\mds-integServerRepos\wp-portal_V2.0\oracle\webcenter\portalapp\pagehierarchy

       <PAGE_NAME>.jspx is created with 0 bytes.
