Goal

The guide Upgrading from Fatwire Content Server 7.6 Patch 1 or 7.6 Patch 2 says to set -Dcs.useJavaURLDecoder=false, but the install guides for Sites 11g don't mention this flag.

Does it need to be set for a non-upgrade install as well?
