Symptoms
After installing Oracle WebCenter Sites|Gadgets, the Gadgets Management server fails to start correctly.
The test URL http://{gas-management}/gas-admin/start.jsp?siteid={site-name} fails with:
2012-05-28 23:01:22,768 ERROR [GaSAdminSiteInterceptor.java:84] : Failed to assign site to action.
