Goal
Change the Message Quota range from 0 to 128 in Unix and Windows. In a MessageQ configuration file, within the "Queue Configuration Table" section, the Message Quota (or Pool Quota for Messages) is the maximum number of messages that can reside (or be pending) in this queue; the range is from 0 to 2**31-1 (2147483647) on OpenVMS and from 1 to 128 on Unix and Windows.
