IBR Load Balancing Appears To Not Always Work Correctly

When checking in a Microsoft Word document for PDF conversion, it gets sent to the same IBR repeatedly which is not configured to accept word documents. When checking it in again, it 'notices" that it should go to the other IBR and does so.

It is expected that documents go to their proper inbound refinery without delay

The issue can be reproduced at will with the following steps:
1. Set up two IBR's each set to accept different document types
2. Set up a CS to send documents for conversion to the IBR
3. Check in a Document to be converted

The issue has the following business impact:
Due to this issue, users do not see the system as reliable
