Error Connecting to WebCapture.asp and WebCaptureAdmin.html "HTTP Error 503: The service is unavailable"

Symptoms
When attempting to connect to the WebCaptureAdmin.html or WebCatpure.asp pages on a Windows 2008 R2 server the following error is displayed through Internet Explorer:
Service Unavailable
HTTP Error 503: The service is unavailable
HTTP Error 503: The service is unavailable
When this happens the Application Pool for WebCenter Distributed Capture stops and the message in the Event Viewer is:
Event 2282, IIS-W3SVC-WP
The module DLL 'C:\Program Files\Microsoft\Exchange Server\V14\Bin\Kerbauth.dll' could not be loaded due to a configuration problem. The current configuration only supports loading images built for a x86 processor architecture. The data field contains the error number.
