OIM Server Fails To Start After Applying WebLogic Patch (Doc ID 1478645.1)

Symptoms

 After applying a WebLogic Patch (for example WLS PSU 10.3.5.0.4 Patch 14142291) the OIM server might fail to start with the following error in the log:

 

<Failed to initialize the application 'oim [Version=11.1.1.3.0]' due to error java.security.AccessControlException: Access denied
(oracle.security.jps.service.credstore.CredentialAccessPermission context=SYSTEM,mapName=oim,keyName=OIMSchemaPassword read)
